“Artificial or prerecorded voice” is the TCPA category that triggers strict consent and disclosure rules. It historically covered recorded messages; the FCC's February 2024 Declaratory Ruling made clear that AI-generated and voice-cloned calls also count — even when the AI improvises its words in real time. If the voice on the line isn't a live person, treat these rules as applying.
